Community Summary & General Information

Pine Bay is a private residential community established in 1990 and incorporated under the laws of the State of Delaware as a non-profit corporation, the Pine Bay Homeowners Association, Inc. (PBHOA). The PBHOA through the “Declaration of Covenants, Conditions, Restrictions, and Easements” bound to all real properties in the Pine Bay development as recorded in the Office of the Recorder of Deeds of Sussex County Delaware is delegated the power for the oversight of property development, administration & maintenance of common lands & recreational amenities, enforcing Covenants & Restrictions, and levying, collecting & dispersing assessments & charges.

Dues & Fees (2025-2026)

  • Association Dues – $1,250 annually due on Oct. 15th
  • Association Initiation Fee – $1,000 and the annual dues are prorated by the settling Attorney
  • Trash, Recycling & Yard Waste Services – Optional and $290
  • New Construction & Major Renovation Review Fee – $250 at plan submission
  • Refundable Construction Deposit – $1,000 at plan submission

Waste Removal

In order to minimize community road wear, noise and truck traffic; and to secure favorable group pricing, PBHOA has contracted with GFL as the exclusive waste removal service for Pine Bay. All residents desiring local trash, recyclables and yard waste services must contract with GFL through PBHOA. Billing is annually by PBHOA, with PBHOA paying and administering these services with GFL. Please see the HOA – Trash & Recyclables section of this website for service details and schedules.
